GovEvolve Announces Policy Initiatives Designed to Advocate for Small Businesses

Focus: Creating Diverse and Robust Public Contracting Sector

(WASHINGTON, D.C.) Today, GovEvolve, a newly formed advocacy organization, announced the policy objectives its members will pursue in the halls of Congress. GovEvolve’s main focus will be on creating a diverse and robust public contracting sector.

Each of GovEvolve’s agenda item shares a common goal: to help small and medium IT providers grow and increase their opportunity to compete for federal contracts. GovEvolve will work to strengthen and promote a robust and diverse government contractor sector by advocating federal agencies fully comply with current laws to increase participation from small and diverse businesses.

“Creating a diverse public contracting sector ensures America is tapping into its ingenuity with all its might,” said Belinda Guadarrama, CEO of GC Micro and GovEvolve co-chair. “GovEvolve seeks to ensure we are leaving no stone unturned in terms of incorporating the latest innovations to the federal bureaucracy. This will make our government more cost-effective and efficient.”

“When decisions are made within the federal government about what even constitutes a small business, its only fitting that they hear from the businesses their regulations affects,” said Iron Bow President & CEO Rene B. LaVigne. “Working to create a more competitive contracting environment ensures small businesses can compete fairly for federal government contracts. Ultimately, this will create more jobs in a rapidly growing field.”

“The goal of GovEvolve is to ensure Congress knows regulations being implemented at the agency level affect how small businesses succeed or fail in the contracting process,” said Executive Director of GovEvolve, Chris Alsup. “GovEvolve’s members are innovating, and in order for their ingenuity to be integrated at the federal level, the door needs to be more open.”

1) Principle: Ensure a robust and diverse public contractor sector by:

  • Correcting the Small Business Administration’s (SBA) calculation of dollars awarded to small businesses, which the American Small Business League is currently challenging.†
  • Seeking clarification on the SBA issued rules revising small business size standards for manufacturing industries in the North American Industry Classification System.†
  • Urging the Department of Veterans Affairs to apply the “Rule of Two” to all small business contracting, not merely for the purpose of meeting its small-business contracting goals. ‚Ä®

Principle: Maximize public sector acquisition opportunities by:

  • Maintaining and enhancing preference and small business opportunities in all federal agencies as FITARA is developed and implemented. ‚Ä®
  • Resisting legislation that would allow Department of Defense prime contractors to merely report on small business subcontracting goals instead of reporting on specific plans for small business participation in each DoD prime contract. ‚Ä®
  • Minimizing the complexity that can sometimes be placed on a reseller or publisher’s licensing agreements to ensure that they meet federal government needs, but not require that each agreement be redrafted for each procurement. ‚Ä®

Principle 3: Accelerate public sector adoption of emerging technologies by:

  • Continuing to hold the federal government accountable on implementing the IT modernization plan laid out by FITARA and the WH CIO. ‚Ä® Federal agencies have spent over $80 billion annually on IT, the government continues to support IT equipment well beyond its intended lifecycle.†
  • Encouraging Congress and the federal government to publicly disclose the FITARA scorecard data. Contractors competing for federal contracts could greatly benefit from increased transparency and openness in the scorecard process. ‚Ä®
  • Promoting the need for federal agencies to consider emerging technologies in the FITARA implementation. Emerging technologies can solve many of the legacy issues plaguing federal agencies’ IT modernization efforts. ‚Ä®
